Managed Care Panel: What’s Next for Managed Care?

Please join us for an engaging Managed Care panel presentation followed by Q&A. The panel will feature Cindy Ehnes, Executive Vice President of Health Care Talent Innovations at COPE Health Solutions and former Director of the California Department of Managed Health Care; Amanda Hayes-Kibreab, Partner at Hooper Lundy & Bookman, P.C.; Richard Lipeles, COO of Heritage Provider Network, and John Cascell, Vice President for Managed Care for MemorialCare Health System.


Light dinner and networking 6:00PM – 6:30PM followed by presentations and panel discussion.

Speaker Bios:


Amanda Hayes-Kibreab is a partner at Hooper, Lundy, and Bookman. She is an expert in many topics of health care law including the Affordable Care Act, Covered California’s health care exchange, Sequestration, California’s Health and Safety Code, the Knox Keene Act, the False Claims Act, Employment Law, ERISA litigation, RICO actions, HIPAA, Healthcare Reform, and numerous other substantive areas touching our clients work. Ms. Hayes-Kibreab is a member of the healthcare law section of the Los Angeles County Bar Association, and a member of the California Society of Healthcare Attorneys and the American Health Lawyers Association. Ms. Hayes-Kireab received her J.D. from UCLA School of Law in 2002.


Cindy Ehnes, Executive Vice President of Health Care Talent Innovations (HCTI), is an attorney licensed in California and Colorado who served as Gov. Schwarzenegger’s Director of the CA Department of Managed Health Care for seven years, where she oversaw health insurance services for 21 million Californians. In a continuing role in consulting, Cindy brings her deep expertise in “what works and what doesn’t work” in regulatory, financial, risk contracting and operational mechanics to health plans and delegated providers. She is advising two hospitals in Northern California on a potential joint venture health plan and Managed Services Organization (MSO), including valuation and design of governance for the new entities.


John Cascell, Vice President of Managed Care at MemorialCare Health System, has over 25 years of experience in the healthcare industry. His current responsibilities at MemorialCare include payor contracting and strategy development for the six hospital system and Medical Foundation, overseeing the data analytics division of Managed Care, and working with physician organizations that are affiliated with MemorialCare. Mr. Cascell is involved with many key strategic initiatives at MemorialCare, including the creation of the MemorialCare Medical Foundation in 2011. The Foundation currently has over 180,000 capitated lives. He is active in several hospital associations, and is past chair of both the CCHA and VHA Managed Care Committees.


Richard Lipeles, Richard Lipeles joined the management team of Heritage Family of Companies as the company’s COO in 2002. Heritage Provider Network (HPN) is a limited Knox-Keene licensed organization in California that provides affordable quality care to its members. Through innovative programs and services designed specifically for the managed care environment, HPN and its medical groups have been successful in delivering the goals it set out to achieve while establishing long-standing, favorable provider relationships.
